David Maslo is the Chief Executive Officer of ARC Ltd, the risk-bearing entity of the African Risk Capacity (ARC) Group, a specialised disaster risk management institution serving Member States of the African Union. ARC Ltd provides innovative solutions for disaster preparedness, disaster risk financing, and climate resilience across Africa.
An actuary by training, David brings extensive experience in underwriting, business
development, climate risk management, and sustainable finance. His expertise is
centred on parametric insurance and reinsurance, climate risk financing, and alternative risk transfer mechanisms.
His areas of specialization include:i) Development and evaluation of climate and catastrophe risk models; ii) Underwriting of climate-related risks, particularly in agriculture and renewable energy; iii) Design and implementation of index insurance, reinsurance, and alternative risk transfer solutions, including Insurance-Linked Securities (ILS); iv) Development of national/sovereign and regional climate risk financing programmes; v) Sustainable finance and ESG policy development.
David has worked extensively with governments, private sector institutions, multilateral organizations, and development partners across Africa. Fluent in both English and French, he has supported climate risk and resilience initiatives in more than 30 African countries over the past decade.
